Umm... not a hundred percent sure on this one...
I took it on my main character (Sam) to test it.

The rest Health bonus appears to apply to everyone.
While I'm cool with that... it's still available as a Perk to other characters.

Nomad:
I just took Deep Sleeper on another character and can confirm that it doesn't stack or anything.

Daithi:
Hmmm, will think a bit more about whether it should apply to party or just to character. For balance purposes, it likely should just apply to the character who owns it, which means... another undocumented feature.

Nomad:
You could just make it a "Sam only" perk and have it apply to all.
Like a leadership bonus.

Daithi:
Yeah, have added in code recently to restrict perks to Sam, so that's a possibility.
