My scroll wheel is really intermittent in the inventory window, so I don't use it much (except out of habit).
I've worked out when it does and doesn't work.
When my mouse is over an item, the wheel mouse doesn't work. When the mouse is over an empty space at the bottom of the inventory, it does work. It also works if the mouse is over the very small gap between inventory items.

I agree. I've had problems with this, in particular passing the scroll request through objects. Hopefully will be able to figure something out.
