Hi victhegreek! Welcome! The reason is that right now, there is no ending. The ending will be added in Version 30. Then, the game will end when you defeat all bosses.

Hi I have been playing Vigilantes over a long period of time. I have wiped out all the gang leaders destroyed all the rackets fully investigated all the areas but the game never seems to complete. My one save has gone through a number of game updates, Could this be the reason?

Missions will no longer end when there are still enemies to be spawned, almost certainly the cause of the missing enemies. I've also added more information on the victory details, (in this case the 240 was a cash bonus).
Fixed these, and a couple of others.

I'm almost certain this was the same bug that was fixed in V27: Fixed issue where characters KOed in a melee attack will sometimes remain standing. (ushas)

V27 went live a few days after you reported (first week in June). I really should have connected the dots on this sooner. I haven't seen it happen since, but if it occurs again, please let me know.

Medical emergency no longer reduces heal ap, but rather provides, AP, Move AP, healing bonus, and freedom from interrupts. Bug no longer applicable.

If this is linked to enemies with shotguns, it has been fixed.

This was linked to upgrading items dropped from enemies, before the game was saved. Fixed now.
