[Resolved] Delaying action and incapacitated combatants

(v18, linux, Vi)

Problem: Seems the delay feature still counts eliminated characters. So each delay costs you 1 AP, yet you may not move in a queue at all.

How to reproduce: The easiest is to incapacitate the target acting right after your character (eg. the brother on the first mission). When the target is down and the queue updates with his portrait removal, try delay the character. You should observe that he visibly doesn't move down the initiative queue.

I think the issue persists even to other turns because I killed two guys in different turns and then Elena was in situation when you can delay twice without moving her down the line.

Once past positions of incapacitated characters, the delay continues working normal.

What I would expect: Delay feature taking into account the update of initiative queue.

Fixed. Initial testing is working okay, but will test more in 2nd leg of testing & fixes.
