Emergency: Unable to heal with last 1AP

(v23, linux)

When there is only 1 AP remaining, after Emergency perk has been activated, it says Insufficient AP when trying to use healing kit. Shouldn't it be allowed when this perk is active?

Am considering changing how medical emergency works, so will hold off on this one for now.

Medical emergency no longer reduces heal ap, but rather provides, AP, Move AP, healing bonus, and freedom from interrupts. Bug no longer applicable.
